As most lottery foes predicted, the North Carolina "Education Lottery" is not performing up to the expectations predicted by lottery proponents.
As conservatives projected, our state's poorest residents are playing, wasting their valuable income because they are often uneducated and unaware about basic economics.
Meanwhile, North Carolina's State Auditor, Les Merrit, has uncovered a system of management practices that must be improved.
After a request by the North Carolina Legislative Black Caucus, the auditor uncovered significant performance management weaknesses by finding that the Lottery has no documented revenue forecasting methodology, no strategic plan, no ongoing market research, and no full-cost accounting of promotional events.
